What is falling off my car?

My father noticed something was loose under our car.
I took a look, and had to agree. Problem is I'm somewhat new to car maintenance. It looks like a support for the exhaust system, but I'm not sure. Its pretty rusted over, and I cant figure out how it is held in place.

Any ideas on what it is?

Pull the rusted junk out of the rubber hanger. Case closed.
