Lee, the bumper looks real nice! The laws in MA are a little bizarre, but the lights don't have to be kept covered. The only issue is that they are only supposed to be turned on in inclimate weather with reduced visibility etc. I doubt you'll have any problems.

id guess price as well....the arb sahara is easily double the tjm17.
i myself went for the tjm15 because i like the grille guard look. price was a little more than the tjm17, but cheaper than the arb.

i know it looks like my rear is sagged in that, but its really just flexed down a bit.

sort of
you 1st put the tjm together
then bolt on the tjm brackets to the stock ones
then hang the bumper and tighten the tjm to the brackets
then we used a hilift to jack up each end so they were tight to the headlights and fender...
