I used Bruce's great idea.
Use the relay for the factory fogs to power the relay PIAA included.
I basically scrapped the included harness, it wasn't long enough to reach the lamps, and still use my aux fuse panel. I wired the power from the new aux panel, and ran the switch power lead to the factory fog relay. Now I can use the factory switch. It powers the original relay, which powers up the PIAA relay which gives juice to the 520's. Nice.
This morning I also replaced the bulbs behind the lcd inside the climate control. Working good now! Though Toyota parts did not have a clue as to which bulbs they were. It turns out that they have about 4 options on their computer. I ordered some yesterday, went in this morning and they had a different socket than the ones I removed. So the parts guy just took them back and eye-balled a replacement. One that was not even on the computer for that application. They fit perfectly and seem to work great.

Here is what I put in
# 90072-02009
The LTD has different climate control than the SR5. So, Hopefully (if there was no change between 99 & 2000) this should work for you.
