Because you can only put power to two of them...?? I think I need to sit back and watch some more. This is my first time on a Yota forum that isn't mainly about wheeling. I'm done...
I guess there's one or two arguments, up front cost is less because resale of a 2wd is sometimes difficult driving prices down.
And less drive train to maintain.

That's just ridiculous. How is it that you can only use 2 tires on a car that sits on 4 wheels? There are many reasons to go 2WD. Most ppl just don't need it and don't bother to get and have to maintain it. If it's not going to see an off-roading or rough terrain then it's not neccessary. I know a few ppl that wheel 2WD's and there pretty capable. A lot more so with a locker and a decent driver.

if the 1998 4wd is that rough then don't get it obviously the PO did'nt look after it and there are probably a lot of hidden issues as well...
5K for the 2000 sounds like it is right at the top of price range for a 2wd if it is really cherry.
Put in an Toyota E-locker or ARB air locker diff. maybe a pre-runner type suspension kit and you'll have a very capable vehicle for most off-road and on-road conditions.
It's hard to offer more advice not knowing where in the country you are based, but the same rules/price values apply pretty much everywhere.
