strange problem

strange problem
ok so let me start by asking "what is this" see pic below
so the problem im having is i pulled the efi fuse to reset the ecm for a few minutes and then put it back. when i test drove it had no power, was very jumpy and hesitant and i never got above 40 mph running 3 to 3.5 rpm. something is very wrong, when i got back to the house the only thing i found was this vac line cracked and sucking in air like crazy ( see pic below)
So i need to know what that "box" is and if the vac line going from it to the line there that runs into the front "intake" side of the throttle body could be the cause?
Any help would be great

had to go get a new one, the old one was cracked. you like that huh, there's usually one there and one between the battery and back side of the drivers side head light

ok so i ran a test drive and it was still driving like crap at first, then it straightened it self out, when i got back i went around with a can of throttle body cleaner and checked more vac lines for leaks by listening for it to idle up and i found one that runs from the back side of the engine around over by the evap canister and into a small metal line that seems to run down underneath and back towards the trans. test drove again and it seems to be doing better and its running and idling at lower rpms
