Question Spare tire 3rd gen

It the spare tire on third gen 4runner's supposed to be able to sway around? I was looking at mine, and it's basically rusted pretty bad as well as the mount it's hanging from (thanks to Canadian winters). Secondly, how is it supposed to come down, with it being rusted so badly... I might have to get it torched off I guess....

Uhhh... there's a hole just above the rear bumper that is reavealed when you open the hatch. Stick your little tool in there (huh huh) and crank down the winch and it will lower your tire to the ground.

Thanks... hopefully it will drop down, but it looks pretty bad.

soak all the components the night before in penetrating oil... will make it alot easier on yourself. then invest on a rear carrier or a roof rack, undecarriage carriers were just not meant for our areas.

Accually... I work for a tire company, so if I do get a flat anywhere I will have free roadside service... so I'm more/less getting rid of the extra weight of having it. Thanks for the heads up, I soaked it down earlier today, so hopefully tommorow it won't give me a headache.
