Shifts without button / cannot remove key -- Park Neutral Switch?

Shifts without button / cannot remove key -- Park Neutral Switch?
I'm working on a 97 Limited, 4wd, 3.4L, automatic
just replaced transmission with a younger model (150k miles vs 250k miles)
put everything back together and have 1 final quirk to work out
the truck will start just fine, it will shift and drive
it does not require that I press the brake / shifter button to shift through the gear range
it will not allow removal of the key when placed into park, it gets stuck at accessory like it's still in a gear
it is not throwing any codes per my OBD2 scanner
I have removed, cleaned, replaced the park neutral switch
thought that was my culprit but not sure what else could be wrong now?
