Had the sme problem on my 97 runner same side and everything. Change out the diapragm or what ever it's called that holds the fluid in the drum brake set up, it's probably gone bad. Tire locks up but after dragging it several feet it gives?
I rebuilt the whole brake system for like $40 bucks from napa on that side. never had a problem since.

Ok so I went ahead and replaced the shoes on that side and adjusted it up. The breaks feel a lot better and there is no more locking up on the snow. So thanks guys for all help.

Well what was the cause? Were the shoes covered with grease? Worn? Was your Parking Brake cable mechanism beginning to freeze up a bit and needed to be worked/lubed?

Was it old shoes off and new shoes on and that is it?

I'm betting on axle grease on the shoes.

I think it was the grease on the shoes that was causing them to stick to the drum.
