rear right brake locking up.. help!

rear right brake locking up.. help!
on my 99 4runner my rear right brake is locking up, only when its cold thought... it doesnt happen in reverse but when i put it in drive and hit the gas its ok unless i push the brake and i can feel it catch. i replaced the wheel cylinder yesterday and thought i had it fixed until after i changed the oil today and backed out of the driveway. when in drive if i press the brake from a roll it really grabs and it will will stay unless i give it some gas. after i drive it about a 1/4 mile its fine but you can still feel it grabbing harder than the left rear. any ideas?

i checked averything out when i replaced the wheel cylinder and i didnt see any kinks.. when i bled the line everything seemed fine. when i pulled the drum off it wasnt gummy or anything it looked like there was some small metal shaving but not very much at all. there was a little bit of rust inside but everything seemed to move ok. the only other thing that im wondering is the e-brake has never worked since we bought it.. if you pull it really hard it seems so work a little but it wont keep the truck from moving..
