Re and Re Rear Coils
Here s the deal, I just recently picked up a 99 ltd runner to replace my wifes 97 ltd runner. I just had the rear springs on the 97 re done and would like to put them into the 99 (the 97 sits 2in higher than the 99) is this something that can be done at home on the ground. Has anyone ever done it.

You have it backwards, the 99's were taller than any other model year of 4Runner. See Sonoran Steel's pic from their suspension FAQ's
Difference from other suspension systems
What do you mean by redone? Jack up the frame, hold it with jack stands, take the tires off to allow the axle to swoop lower, droop it out, and undo the bolts holding the springs in one at a time and swap them out.
