Question on recent steering rack bushing change?

Question on recent steering rack bushing change?

I recently changed the bushings on my steering rack, I remember seeing in some posts about drilling out the center bushing sleeve to make the bolt fit. My kit came with two, one that was the same as the stock and the other was a little smaller( guessing this is the one to drill out). So why drill out the sleeve? Does this make the steering tighter or should you leave it larger to allow a little give in the steering rack( for bumps or potholes) as designed by the factory? I can tell a difference in my steering, my steering wheel does not vibrate or shake as bad. Will it be even better if I drill out the sleeve and make it tight?

You are supposed to use just the larger one, which is made for the 4runners.
