Power window help

I have a 00 4Runner that has issues with the passanger window. The window will not go up or down using the driver's side switch or the passanger window switch. But when you use them simutaniously the window will go up and down. I replaced the passanger window switch, but it still will not function. So .... I'm wondering if the motor needs to be replaced, or there is an electrical short in the system and by using both switches it is supplying enough power to function the window. Any help would be appreciated.

Sounds like an electrical problem if the motor is working normally when you push both switches at the same time.

Sorry I am no electrical expert so can't be of much help.
