Is this the radiator fan or the ventilation fan?
If its radiator is it an electric or belt driven?
Maybe its not working because you live in Canada, its winter and its not getting hot enough to trip the thermostat to turn the electric fan on. Perhaps having the fan on would cause overcooling. They design these new motors to run hotter than than the old junk because of higher emitions standards.
I wouldn't worry about it unless you temprature gauge starts reading really high.
Considering that you are probably using the cabin heater, it is probably enough to keep the coolant cool enough that the radiator fan is not needed.
