whats the diameter? that just looks like a firewall plug/grommet. check around the back of the engine wall for any holes that go into the cab. may have fallen out, though i dont know why it would be caught up in your skid plate

This might help.
My 2003 4Runner has a couple of holes in the front skid plate that is plugged with these rubber plugs. I already lost a few in action, so dont worry too much. Check you skidplate(s) for holes that is the same in diameter. There are a couple towrds the sides and front of the front skid plate that might fit, check both sides of the skid plate you might see one hole plugged and one open.

i have a grommet like that in my firewall on the drivers side for my 4runner, nothing was going through it at all, just a hole with a plug. thats where i now run wires through from switches for my lights. its located down and to the left(toward passenger side) of my brake booster. most vehicles have them

There are several of those in the cab area. Get underneath the truck and look up at the floor area carefully with a flashlight. One of the O2 sensors passes thru the floor on the passenger side to a connector under the seat. It uses a plug similar (...but NOT the same, has a wire going thru it...)as the pictured.
It is pouring rain here or I would go under mine and look around. Better stay out of deep water until you find where this came from. Life could get interesting otherwise.
