I think part of the problem may be that people don't say anything to those they see abusing our trails. We are safe in our comfort zone and don't want to upset anyone. I have no problem politely educating those I have seen off trails and even told some guys that they are no longer welcome on runs because they cannot seem to stay on the trail. A lot of the time when I see it I just tell them how to get to the trails that are more challenging and they say thanks and are on thier way. Just part of the problem that is in our scope to change. The rest is out of our control.
