Intermittent starting on 3rd gen

Ok seems like the contacts are the problem. Time to test the battery, inspect all fuses, battery terminals and pull the starter. Of course it is raining today

FWIW, starter contacts from Roger took me 1-hour total to install. I have a 1" BL though; I hear it is more difficult to pull a starter on a non-body lifted Runner.
My 96 had the exact same issue (only it would click once when the ignition was turned to "START." Repeated ON --> START --> ON --> START combinations would eventually start it.
When I pulled the old contacts, I could clearly see the problem. $20 job.

Eric, something else to try in the meantime... When mine "does this", I found that if I hold the key in the START position for a few seconds, it will eventually turn over. That's not healthy though - what's happening is that you're running current through the contacts without the starter turning and that'll cause a good bit of heat to generated.
