Not particularly. There are very short little 'crush cans' at the tip of each frame rail. It's a bolt on piece in front of the frame that makes the 99+ bumpers stick out a little more.
I think this enables the truck to avoid frame damage in limited front end hits, probably enough to earn it some insurance rating. But in the case of a big smash, it really doesn't do much different than a -98, I'd think.
Although the 99's also added another body mount in the middle of the car - probably has something to do with severe impacts.

Thanks this helps I was in a accident and the frame horn was bent I'm trying to decide on fixing it and getting it inspected and back on the road also if I can get insurance for it
