Basically, you are retrofitting a 99 center console cupholder into the 98 cupholder spot. In short, you are replacing the center console units. There are some 'hacks' you need to do.
I attempted to retrofit Dbui27's 97 4runner Limited, but there were some issues b/c we didn't buy all the parts but tried to retrofit the 99 cupholder into his 98 console. Also, he had the rear heater so that made it more complicated.
