A/C Compressor Test Question

A/C Compressor Test Question
On testing a compressor as far as spinning the shaft to see how much it spins freely, what is normal or good??
1. spins freely w/o restriction
2. spins freely for a 1/4 - 1/2 turn
3. does not spin freely at all on its own, needs turned continuosly by hand, but is not binding or really tight.
I have #3
The reason why is cause I've went through 2 sets of rotor, clutch and magnet and each time the bearings in the rotor were burnt up and seized up the belt and broke it, it kinda looks like the magnet has trouble releasing the rotor, could this maybe be a switch problem?
