The TJM brackets were thoughtfully designed correctly. no mods needed on them. 4 bolts through each frame rail. Although the plate could have been a little thicker and stronger, but I haven't had any flex or bending while winching, ecerything holds pretty well.

the problem with making the bumper really strong is if you hit something hard u r gonna mess up your frame
Mess up the frame my ass. More like total it. When I designed my bumper I worked with another guy who builds them customly and his truck was in collison at 55mph. Bent 1 mount over an inch. Bent the frame of the truck in 8 places. I've seen the TJM used and have seen them flex. That would definately be the first thing to go in a wreck. They don't seem as stout as an ARB but they definately don't have issues with mounting.

I hit somebody, didn't do snot to my frame or bumper. It just pushed one side in a little so I push up against a tree in the woods and evened it out, hehe. it doesn't flex while winching either.

They aren't designed to take a 55 mph hit. more like around 5-10 mph.

Anyone know if this is still a problem? I'm looking into an ARB but don't have the resources or access to the resources to do the mod myself.

I rear ended someone in my 99 Taco going somewhere between 5 and 10 mph. I totaled my stock plastic excuse for a bumper mind you it was only 10f outside. It was cheeper for me to replace my stock plastic cover with an ARB, so that is what i did. My buddy who works at a shop installed it for me. In my accident i bent the bump stops/end caps. We scraped them and just welded the brackets that came with the bumper to the frame, then just bolted the bumper to the brackets. Wasn't a big deal at all and did not require additional resources or fabrication. Just removed both end caps and welded on the brackets. I would post pics but i have since sold the my 99.
