Adjusting Parking Break (passenger side not engaging)

1997 4Runner Limited, never had a parking break until recently (since I've owned the rig). Bellcrank was rusted solid on the drivers side. Now that I've got it working again, the parking brake engages that side (drivers) but doesn't pull the passenger side.

I am not sure how this is supposed to work. The handle in the truck is attached directly to the bellcrank on the drivers side, and the cable to the other side is connected to a lever that has rubber washers on it so I'm assuming that moves?

How is the passenger side supposed to get tension on it?
