You might want to try a set of Airlift air bags. They mount inside of the coils and you can adjust the air pressure for different loads.

.....but those springs are not as tall as the 99 coils so you'll begin sagging again almost immedaitely.
well i have a 96, so i might try to get a brand new set for free. i think they would be better than what i have on there now, and i wouldnt be spending any money either

If it's free, I say go for it.....just because it didn't work for me doesn't mean you won't like them. I was just sharing what happened when I did mine. If they sag you can also use the helper airbags to level off the rear.

You should tell them that obviously, the "new" springs did not resolve the issue. Worth a shot.

so do you think that even though they were replaced in 2002, that they should replace them again because of sagging again?

They should replace them for sure, not that it is worth anything but if cheverolet ever replaces anything for warranty they guarentee it for life. Also for reference I have a 99' SR5 and I just replaced the springs because they were sagging so if you buy springs go with a new set. I put Downey 2" in the rear and 4runner barely sits higher in the rear. However they cost about $200. The stock shocks fit fine but they were not dampened enough for the higher spring rate. The back end became a pogo stick, so if you have worn shocks you will probably be buying those as well.

That's not the way Toyota works anyway....once your VIN's been cleared of the recall, you're SOL.
......unless maybe you can find a sympathetic dealership to fight on your behalf.
