These things do work although they are highly experimental. Not only do you get better gas mileage, you get more power. However it makes the motor run very lean, so reliability.... I don't know.
The system I have seen before is the PICC (Pre-Ignition Catalytic Converter), they do work but from what I have seen the systems can be pretty sketchy because they have to be adapted to every car.

Have you seen a cracking tower that they use to make Gas? Suckers are HUGE!
They think they are going to turn a Cat into a Cracking Machine?

The only water cell i can think off is hydrogen power (brown gas). If you search you tube theres alot of info about it. The only issue with brown gas is having a enough altenator power to generate the hydrogen...I got a buddy at work who get alittle over 30 mpg in his mini van

I am always skeptical of something that promises more miles per gallon and more horsepower. I'm pretty sure(not a doctor here so I'm only 99.99999% sure. I could always be wrong) those are mutually exclusive. Other wise the Bugatti Veyron would get insane mpg.
