Yup, it's a TJM-15. The 4Runner works great when we have done offroad rescues, including those down in Shenandoah National Park. Currently working on upgrading my onboard navigation package to a tablet w/USB GPS running NG Topo. I'll have pics and a write up available once I've finished putting everything together.

DARE cars are normally siezed from criminals.
Also, the cost of doing all that to a 4Runner is nothing compared to the average cost of upfitting and equipping a police vehicle, much less buying an ambulance or fire apparatus. Our newest rescue/pumper cost over $650,000!
Also, that 4th gen is an EMS vehicle The PD can't have all the fun!

There is a legal tactic where the LEO organization is able to "legally" aquire the vehicle from the owner by claiming that the vehicle was purchased with the proceeds of criminal activity. The LEOs don't actually have to prove much of anything. They say it happens and the goods are gone.
There are many documented cases where civil forfeiture of personal assets has occured for a person charged with, but not convicted of a crime. This is so wrong that it seems like it should be unconstitutional. It isn't, believe it or not. The worst abuses occured in the 1990s. There have been some tightening of the process. It is still very broken. Google "civil forfeiture" and read up a bit. And pray that it doesn't happen to you.
Actual scientific studies performed by qualified social scientists has found that DARE programs are not effective. The studies have found that students that completed DARE programs have higher rates of drug usage and addiction that students that didn't attend DARE. This is a dirty little secret that the DARE folks deny to the bitter end. Google it.
LEO and service organizations should have vehicles that fit the mission. The rangers at Pismo have some nice rides. There are 4wd ambulances.

SNP runs almost North-South in the northern half of Virginia and a portion of the AT runs through it. My SAR teams responds to missions not only in VA, but also WV, MD, DE and PA. We have also deployed to other parts of the US in response to natural disasters as well.
Anyone in NoVA this weekend want to participate in a wilderness SAR full scale exercise? Should be a good time.

how far does the shenandoah SAR stretch? ive tried searching around for some sort of SAR in georgia that I'd like to volunteer for but either there arent any or theyre not technologically inclined as there are no websites for them. havent gotten around to going to a local fire station and asking...

my girlfriend is from the big island, we always talk about the state car being a 4runner or tacoma. The reason the islands have alot of cops with runners and tacomas is that the dept saves money letting them use thier private vehicles for duty and not buying a bunch of cars they have to upkeep. The officers get car allowances to help cover cost. Her uncle is in the gov there.

The Mustangs/Camaros are not as prevalent as they used to be, the SUV seems to be the vehicle of choice now. I think with the new schedule (longer hours, fewer days) and contract, they spend much more time in their vehicles, so want something more comfortable.
Besides, the Cobras/Mach 4.7s they use are generally so loud with aftermarket exhaust, you can hear them coming. Ditto for the LT1 Camaros. I really miss the old cars like the Buick GN/Monte SS and Impala SS cars - you pretty much knew if you saw one that it was a police private vehicle.
Looking for a certain car doesn't really work as well with the new LED lightbars like in your photo. The lower profile blends in with the roof racks much better than the blue domes and makes them really hard to see if they're running with their lights off. OTOH, the brighter blue lights makes them much easier to see when they're using them to clear traffic.

I wouldn't say DARE Cops are the ones that can't do anything else. I remember going through DARE ages ago (they came to the classroom) and I thought it was stupid but they did drive some cool cars =P.
As far as how they acquired the cars, if the above is true that's kind of lame. As for DARE helping any kids I think you're right it's a crock of ÅÅÅÅ but the kids don't mind missing class to do DARE trust me!
DARE at 5th grade and sexual education around the same time is almost to early to make a difference. In less than two years the kids are thrown into serious peer pressure and drugs. DARE? ha? Thats for sissy's. It's to bad but drugs (especially meth) are really bad in highschools around here (western washington). I'm sure it's probably a big deal elsewhere to. I grew up in it, seemingly nice middleclass to upperclass families ont he outside and cocaine addicts and meth lingering in the shadows. Wathced a lot of friends fall victim.

yep. Hawaii definitely has a lot of 4runner cop cars. lifted runners, tundras, pickups. some pretty ridiculous stuff. But i think that they get compensated very well for using their own personal vehicle. but i think they easily put 100k in a few years.
