Plastic thing on steering shaft

I moved the plastic round steering shaft cover up and down, but still not the clearance I would like. Does any one know if its really needed. Can I remove it from the shaft?

I believe its just there to keep stuff from getting caugh in the joint and then "omg i can't steer my truck"
Mine is still on as i'm trying to keep the things that were put there for a reason... on.
