painting rims

it looks like the previous owner of my 4Runner painted a couple of the rims. Only two have been painted and the other two are kind of dirty. What would i use to paint my rims? It looks like some kind of glossy stuff.

Talking Rims

Get them powder coated, lasts much longer and looks MUCH better.
