cheapest swap if you have not done it already would be 5.29 or 5.71 gears, i have 5.29 with 35's on my runner and have no issues with keeping speed until a hill comes along lol I also put a head with oversize valves and a 268 engnbldr cam and supra afm but I can and have run it to 85 mph on flat and slightly graded hills.
As for motor swaps it still comes to the two most swapped and they are the 3.4 v6 from a 95.5 to 2004 I think are the years and if that don't get you the power you are looking for then drop a super charger on top of it.
Next is the 4.3 Chevy swap check out philsrunner4 he has great info on his 3.4 and 4.3 swaps for info

I have a 85 4Runner with a 5M-GE swapped in, bolts right up to the stock 22r tranny, stock, mine has been upgraded from a 2.9 litre (230 horse) to a 3.1 litre (250 horse) with a crank and piston kit, it will push 35's with no gear with no problems, i have had a small issue with snapping birfields, but upgrading those is simple enough. if you can get ahold of one of these engines, you would be pretty well set.
