It is certainly recommended to re-use the OEM body mount washers. They are specially designed for that job and not the kind of thing you'll find at the local hardware store:

Below (L-R) is a standard USS stamped steel washer, a typical OEM body mount washer and a hardened SAE washer:
Not only is the OEM washer thicker and larger in diameter but it is also hardened and has a very tight close fitting bolt hole. ...

So over all, I think this thread has been pretty useful and brought up some good information about body lifts:
Use quality HW
re-use the OEM washers
Check/retighten bolts after installation
Use only as much BL as necessary
the number of body mounts matters
Usually we don't get this type of technical discussion on body lifts. It's usually more centered on installation techniques and fitment.
Hat Tip to wabbit for the post mortem forensics and others for good discussion points!

I'm guessing that you're right. But the kits that I know of require the factory washer, for all the reasons 4crawler said.

Typically yes, but that "kit" appears to be otherwise. Blocks look like Performance Accessories or similar, but those guys don't make a 3rd gen kit. So likely someone bought a kit for another vehicle then picked up hardware to fit the vehicle. Could be they even got the lift blocks off another vehicle and did not even have the kit directions.
