Rust Reformer
Does rust reformer actually work or would I be wasting my time trying it on a few small patches of rust. IF it does indeed work can somebody recommend a brand that works better than another.

I just did a floor repair to a vw using a POR 15 kit. It included a MetalPrep spray that neutralizes rust. It turns it white. You're supposed to keep spraying it on until it all converts. THEN put on the POR15 which is supposed to prevent new rust from forming and restore rigidity. Particularly when used with fiberglass fabric.
But good luck getting all the existing rust to convert. It requires patience - and luck.
Honestly imho It's either cut it out and replace with new metal, or make a reasonable repair but expect it to have a finite life span, even if it's 20 years. Which is a good chunk of time for a vehicle that's been let to rust ever (vs a car that's been stored inside for life)
But if you have reasonable expectations, and are detailed about your prep work, the POR kit is an adequate product for a minor to moderate repair like you're describing.

Thanks for the reply, I have a few small holes that I want to stop the rust from forming at the backs of the wheel wells on my 87 4runner. I was thinking about cutting out and patching, but didn't know if this would work as well.

Yep . grind out the worst, spray the rest with the converter, paint on the first coat of POR, for holes apply fiberglass fabric into the POR (larger) or epoxy putty (smaller) , add more, let harden, then sand and paint. There's lots of online instructions to review for a demo.
