Fuel not getting to the injectors

My 87 4Runner has an interesting issue can anyone help?
For some reason when trying to start it fuel is not being sent to the injectors. I have tried sending current directly to the cold start injector and it works fine the break down is somewhere else. Has anyone run into something like this before it is frustrating having to boost it all of the time to get it started.

I think something is missing here. What does boosting it have to do with not getting fuel?
