I just wanted to get some insight on what people thought of running wheel spacers on a 08 Tacoma to fit 15in wheels, if anyone would recommend it.

why go down a size? they would need to be hubcentric.
i think you can get 15" wheels from wheelers off road:

what size spacer would you recommend if i wanted to run 15" wheel's?

I think it's a poor idea.

More tire/rim selection 17+ now than 15.

If buying rims spend the money you'd waste on wheel spacers and get the proper rim.
