HID Install Issue - Please Help!!

Hey guys, first time posting here but certainly not new to auto forum posting.

I need help. I tried installing the Volt Digital HID 9006 6k kit in my girlfriend's 2004 4runner however the lights don't turn on. I tied installing them in the fog lights as well and still nothing. Then, after all other ideas were exhausted I tried disabling the DRL via a thread on here (cutting the #12 PIN wire on the DRL module). FYI, I'm not sure if cutting that wire (light green/red stripes) really disabled the DRL as they still came on even with the Pbrake off...

Any ideas from the forum before I end up sending these lights back to KB Car (Xenondepot)? I am a techy guy and these lights are baffling me. The only thing I can figure is that the lights are simply faulty.

A volt meter is your best friend here. Hook everything up and then see if the ballast is throwing off 12 volts.

Sure the polarity is correct? The 9006 Kit I have, you can plug in the right way, and you can plug it in 180 degrees out making it the wrong way. Get out your voltmeter and check to make sure the voltage is there.
