2003 Toyota Electric Brake Controller Wire - Where Is the Source for the Wire?

2003 Toyota Electric Brake Controller Wire - Where Is the Source for the Wire?

My 2003 4-Runner is equipped with the towing package. However, there is no trailer brake voltage at the plug connector.

The connector wire to the electric brakes terminal is blue.

Can anyone give me an idea of the source for this wire? I have looked at the master cylinder and didn't find a similar wire there.

I know this is a dumb question but do you have a Brake Controller? There is a plug under the dash near the fuse box inside that gets connected to your Controller. There should be no voltage at the plug at the back of the vehicle unless you apply the brake with a controller on there.
