07 yota low lock ??????

You mean low range? And does it have an automatic transmission?
Here's how I have to do it with mine, which has an automatic transmission:
First, you have to make sure the truck is sitting still. Then, while holding the truck still with the brakes, put the transmission in neutral. Then it should shift into low range just fine.
Going back into high range requires the same technique.
If anything (such as the transmission being in gear) is not in order, there will be a warning beep. If you hear the beep, put it back in high range, correct what needs to be corrected (such as putting the transmission in neutral), then try again.
