So you tested the coil and igniter? Dangggggg, I feel really bad for you, man! But, seriously, you have to force this guy to make it right.
Best wishes with the next shop, Bio, ...and be sure NOT to tell them of any major changes you made, ok? You can tell him you multi-metered stuff, etc...but, anything like removing the fuel pump, etc., well, It might void the responsibility of Mr. Oops, lol. I'm not telling you to lie, ...just that, ...if he doesn't ask, leave it alone, ya know? Just tell him the facts. ...."I took it in for smog, the guy _ _ _ _ _ _ , etc., and CAPUT!"

Update. So I got the 4runner fixed yesterday, the problem was the fuse link between the the fuse box and the fuel pump was fried! Also the fuse connection for the fuel pump was toasted, the fuse was ok, a little black but not broken. So all and all it cost $75 to repair and $25 for the tow. The shop owner for the smog place will be getting a bill for $100. I think he got off pretty easy if you ask me! Thanks again for all your help in trying to figure out the problem!
