There are early and late type heads and I don't think distributors can be interchanged between those types.
Also, the timing belt tensioning systems change between early and later 3zv's.
I believe these things to be so, but I don't have dates of change at hand.

Here is a breakdown:
1989 toyota pickup
V6 3.0 3VZ-E (motor has been swapped)
The mechanic guessed that it was a 93, but I don’t know if that guess was before or after he bought parts for it.
The previous owner said it was getting hot, so he had a guy put new heads, cams, valves, and timing belt kit on.
it was running fine before the work
After the work, it sputters and only goes 5mph.
That was 3 years ago.
I bought it as is.
Timing belt was off one tooth on the passenger side, set the timing belt, set to 10 degrees, a little better on start up, but still sputters and doesn’t run right.
Last night discovered that there is no vacuum at all, and the plug end is missing off of the end of the knock sensor wire.
Discovered today that the passenger side has absolutely no compression at all.
Could the previous mechanic have put in the wrong cam on the passenger side?
How do we determine what cam should be in the passenger side?
The driver side has good compression and is firing fine.

There ought to be clearance of this magnitude when the cam lobes are on base circle.
Your mechanic doesn't know how valves are adjusted on a 3vz??? Pucks, my boy, pucks!!!. Get thyself to a Factory Service Manual.

Yes, the heads are still on the engine.
we have a chilton, but it’s been pretty vague on most stuff.
This is the first Toyota he has worked on. He works on domestics. He is doing this as a favor for me. He’s a really good mechanic, he’s just being cautious and asking for pointers since he is not familiar with it.

I said that wrong.
The valves are staying open constantly on the passenger side.
The cam is always holding the valve open.
He can get a 0.012" feeler gauge under the driver's side cam.
He can't anything under the passenger side.
Sorry for the mix up.

You have to measure and buy the pucks from toyota or other vendors based on what size you need. There isnt a "kit" per say. Sometimes if you have a few spare heads you can find the sizes you need.

Also, the tool is great to have so you dont have to pull the cams to change them.
