If oil won't bring the compression up then the problem is in the heads. You can pretty much rule out a head gasket problem since they are all even. I suspect valves out of adjustment too tight. The exhaust valves, in particular, should be in the middle to slightly loose end of the range.
If after checking, the valves are in spec, then burned exhaust valves are a possibility.

Alright guys ill give you a heads up of recent findings. My left side cam gear is off 4 teeth and the drivers side if off 1 tooth. This explains why 3 cylinders were missing on the same side. I am going to replace the Timing belt, water pump and idler pulleys now because I cant trust these parts and the pulleys are making noise. I have a feeling this might fix my lean symtom but only time will tell knowing my luck i have a few issues going on.

So another update and to be honest this whole engine has become quite the funny experience. Today I find out that my crankshaft bolt is not even on the engine and the only thing keeping the balancer on is rust. Well $10 later on a new toyota crankshaft bolt not to bad for a dealer part lol, I am delayed another day on my getting the truck timed process. Also after all the findings I think it is safe to say this engine was not rebuilt and if it was. Was not done the correct way. I am so lucky that the key didnt shear off. I have to go over to gig harbor where i bought the engine from to pick up a car so I think I am going to stop by and have a chat with the guy I purchased the engine from.

Make sure they torque that crank bolt down to correct specs. There are some threads about crankshaft bolt nightmares. You dont want to go through this again. Keep us up dated.

So after the weekend the truck has a whole new timing set and water pump, Oh and it has a crank bolt now lmao. The distributor is back where it should be at the stock timings, I didnt want to advance nothing yet until im sure I get all the issues worked out. The truck runs 10 times better and can actually burn the tires if i punch it in first. I have not done a new compression test or leakdown yet, I will once it gets a little nicer outside. I do hear a little knock from the lower part of the engine, but it doesnt sound like rods. Im thinking the knocking is a wrist pin or maybe crank bearing. Ill keep you guys informed as I make progress. Thanks again for all the advice I am very happy to get this truck back road worthy. Also I take back the P.O.S. truck comment I stand corrected it was the P.O.S. guy who sold me the engine and installed it saying how he was such a great toyota mechanic.
