Also, OP, I had the SAME problem in my 89... turns out the starter has a small rubber piece running along it, there was a faulty connection to it, I took it back to Schmucks and they tried to say it was operator error, my fault, they don't sell defective products, etc etc. If you can afford it, go to the dealership, they might be about 20 or so bucks more, but worth it, and it has a lifetime warranty
I live in Mexico City. Do you think the dealership here can get a starter for my truck? Toyotas are new to Mexico City, and all the models here are 2005 and newer.
I would like to rebuild the starter, but I don't have a garage; I live in an apartment downtown, and I am hesitant to attempt all of this in the street.

This rubber hose in on the engine block side of the starter right? What exactly was the problem with yours?

i had the same problem as you...
i fixed it by replacing the ground wire that goes from the block to the battery. and the one from the back of the valve cover to the body...

As you may know, there's an access panel in the passenger wheel well - you'll prob want to remove the wheel and go through that.

start with the ground first..
cut the ground wire back from the terminal and look for corrosion in the wire (if you see green just replace, with a new cable...
u should have several grounds, head to fire wall
battery neg to eng. block. and so forth block to fenderwell
