SOLVED!!!
Just wanted to follow through and let everyone know the injectors were 100% the problem for running rich. My MPG proves it! I got a whopping 18.9 MPG on my last tank! Nearly double!! (158 miles to the halfway mark on gas gauge)
So it turns out there was a mix of problems at the beginning of my thread, and it took all of this time to knock them out 1 by 1. The engine runs incredibly smooth, smells so much better, and now gets great MPG!
I just want to thank everyone that has chimed in with ideas and comments that have helped me make it to this point on solving this headache of a problem!

Also I still plan on making that homemade injector flow tester, and will make a post of the steps to fab that up once I come across a fuel rail for one of these trucks.

EFI CIRCUIT:

Mechanical:
