Well did you get one like a Safari Snorkel made to fit or one of the roll the dice ones from Amazon that might sorta fit?
I am curious as to which one you got because I haven't had a lot of success finding one for the 3VZE. Some.vendors list it for the 3vze but it turns out they are for the diesel

No instructions.. it’s for a hilux but fit perfectly on the fender. All I got left is to connect it to the intake side
its not safari
it only said hilux
came with some hard ware and the snorkel it self just to mount it and that’s it
but I think I got an idea

You say it fits well outside. Now you need to work within the wheel-well.
You would have to get creative with intake hoses / pvc pipes to connect your airbox to the snorkel output tube inside the wheel-well.
Find out where the snorkel output tube penetrates the outer fender.
Find out where the stock intake penetrates the inner fender.
Make a periscope-shaped hose / duct to connect the two.
