Power Steering Assist

Weird part on frame (pic)
Hey,
I am doing a rebuild on my 3.0 (93 4runner 5spd) and I am cleaning up the engine bay and noticed something weird bolted onto the frame rail. If you follow the hoses from my power steering pump you will see they bolt to this valve on the frame rail and from there it goes to the gear box. What is weird is there is brake lines attached to the valve. I can't seem to find this in the service manual and was wondering what it did. I assume it is some kind of variable assist and will give you more steering when the brake is applied? Don't know kinda strange with all the toyota's I have worked on I have never seen this particular set up. So does anybody have any idea what this is?

Oh and here is what I have put together on the new motor.
On another note when I finally get this thing put back together I am going to get rid of that silly crossover pipe and route it underneath like it is supposed to go. I have done lots of R&R's on the 3.0 and that stupid crossover has always bugged me so I am going to take the time and figure out how to do it without spending 500-800 on headers if I do figure it out I will post some pics and do a write up so anybody else interested can also do it.

Can't be for the ABS there is no electrical connector or solenoids anywhere on the vehicle. I can't seem to find this thing in the manual and it looks like nobody else has a clue as to what it is.

I can't explain the operation, but if you have the FSM, look under abs brakes. Basically it explains the removal and testing. sorry I cant help you any further.
