Piston rings/ valves

My runner was running rough, came time for smog, did a tune up. I failed with high HC, got home did a comp test n cylinder 5 is dead...40psi put some oil in came up to 60psi...ask around and looked on here. It points to piston rings but some local mechanics says it can also b the valves..
just want to noe wat everyone else thinks...
By the way I passed smog since it was HC (too much unburnt fuel) I figured ill unplug the #5 cylinder injector plug n try it...wat a miracle it passed..

Pull the intake exhaust and valve cover, add pressure and decide where it's leaking more. Valve seats, or rings. You can probably get by with leaving the manifolds connected and just checking around the seals.
You got a 50% increase by adding oil so you know the rings aren't holding, safe bet is to just rebuild.
