I am assuming the older trucks have drum brakes similar to the 3rd gen 4Runner and it sounds like the bell crank is stuck.
You might want to try spraying some liquid wrench or wd-40 in to free them up. You'll really probably want to take them apart and let them soak and clean em up real good if they are that bad.
If they are REALLY bad, you would probably be better off replacing them.
There is more info on bell cranks if you search the board.

Youll have to pull the drum off to see whats going on inside. get a couple of 8mm bolts to screw into the drum to pull it off and take a look at the pivot point that pushes out the shoes. If your going to soak it with penetrating oil to free it up, dont get any on the brake linings. If you take it apart and free everything up, give any moving part, including the threads on the self adjuster a thin coat of antiseize or synthetic brake grease to keep it from happening again

I had this happen when I let my truck sit for a couple weeks with the parking brake on and it was rainy. I ended up having to put it in 4-low and it came unstuck lol. Now I don't let it sit with the parking brake on for extended periods.
