On my 86 truck, I just stuck a set of coil springs over the bump-stops. Really cheap way to fix the sag. Did 3rd gens still run leafs in the back? or are they coils? If they're coils, it won't work.

since 1990 ALL 4runners have had some type of a coil spring...
