New Motor, Doesn't Start

You never said if you tested the Cold start timing switch, or changed/checked the fuel filter.
What method did you use to test the ECT sensor, did you pull it and inspect it with a known water temp? If not pull it and test it in some boiling water, and while it's out clean the scale off it.
Not a bad idea to do the voltage and resistance checks at the ECU harness. Could be every sensor is working 100% but if it's not getting to the computer, it might aswell be bad.

The ECT checks out. The TPS checks out. I'm thinking maybe the fuel pump? I disconnected the outlet from the tank and pressure was no different when the key was on as opposed to when it was just sitting (I can't check the pressure at the valve because the guy that had it before me apparently took the valve off....b@$t@rd). Another $150 down the drain...At least I'll have essentially a new truck when I get done (if I can get it running, that is)

You did not answer my question about the ECt test method. So let me explain a bit better. The ECT sensor can pass a resistence check indicating it is fine, but if it's covered in scale, rust or other accumulations it's not going to be sending accurate readings to the computer.
The fuel pressure on the return line at the tank is not the place you want to test. It needs to be tested between the fuel pump and the pressure regulator. They will rent the proper kit at the parts store. You can do the hillbilly test, eg pull the injector and measure the fuel output over 15 seconds, per the manual. from memory this is 45cc+/-5.
Unpluging sensors was mentioned, did you try that? What this does is makes the ECU use a default valve for the sensor.
Also please take the time to verify the resistance and voltage readings at the ECU per the manual (FSM EFI system ECU section).
