ok, 20 year plus years of Toyota/Lexus parts guy experience here. If you look up North American built trucks, they were all deluxe models hence the same part number. If you look up Japanese built trucks from the same generation you will see the VZN110 SR5 has its own gauge sender part number. The Japanese built deluxe all have same sender as the NAP trucks.

I’d look at the wiring going to the sender. If it has three wires going into the sender and three at the harness you likely have the wiring. I would do the FSM check to see if the light comes on if you have the three wire sender.
If the cluster light doesn’t come on with the FSM procedure, I would then pull the cluster and check the bulb directly. If the bulb is good, I would then check the cluster for continuity and see if I could get the bulb to come on by applying voltage and ground to the appropriate pins on the cluster. If that works I would check for continuity of the harness wiring.
If if you don’t have a three wire sender you are looking at dropping the tank and putting in an appropriate three wire sender and running a wire to the cluster.

not to go off topic, but I just thought about this. I added some foglamps to my truck and used this OEM Toyota accessory fog lamp switch. It has an indicator light built in. It was like $8.
