Well, if you're sure that you have the hubs in the "locked" position, there's a possibility that something's stripped inside, or it was taken apart and not put back together correctly. When I first got my 86 Hilux, the previous owner had taken apart one of the hubs and didn't put it back together correctly. Once I got it sorted out, it worked fine.

Just make sure that you note how everything comes out. It's easy to get stuff mixed up. There's a possibility that it just wasn't lined up right. I'm not sure if there are any write-ups on rebuilding man hubs, but there might be. A Chilton's or Haynes would also have an exploded diagram. That's what I used to determine what was wrong with mine. Good luck!

you do relize that you have open diffs front and rear... meaning the tire with the most reistance will NOT spin = axle not spin.
4 wheel drive (with open diffs) at best means you have 2 wheels with the least amount of traction spinning while the others sit there and do nothing. (the above is on a perfectly normal functioning 4wd system)

i took the hubs off and it looks as if the axel ends where they lock into the hubs has been worn down immensly. there is barely any teeth left on the axel.. the hubs are in perfect condition... you guys know of any good site to go for replacement axels?

if those axles were original, it's no surprise that the splines were worn down. as for manual hubs "clicking" into place, it shouldn't matter if the CV's are spinning forward or backward. do a search and you'll find that many places sell axles at a decent price with lifetime warranty. some places might not accept your core since the splines are worn.
