When you first fire it up I believe it will be around 1500-1600 then it will either rise or lower depending on intake temperature readings from intake system (AFM?). Qualitative descriptions don't really help us, give us a few numbers from the tach and we'll go from there.

Incorrect. It doesnt take temperatures from air. It takes temperatures from the coolant. And it doesnt even electronically read them. There is a wax valve, like a thermostat, under the throttle body that allows more or less air past it as the vehicle is warming up to "fast idle".

I have this same problem and was just getting on to post up a question! It's -3 out right now and when I start the truck it goes to ~750 and stays there. It's never had a cold-start high idle and I just hadn't gotten around to figuring it out.
