An arc jumps from between one point & another. So it jumps from your valve cover and ____________? Then ___________ is the problem.

Just what do you mean by current??
Just how and with what are you measuring this.
Now think about this unless your vehicle is different then most all the others in the world your firewall would need to be isolated from the rest of the body no physical connection with anything that can conduct electric to the rest of the body.
What you measure at the firewall with a good electrical connection you should measure any place else in the metal area of the vehicle minus any line loss but close enough in this case.
A shorted wire in the dash would have to be coming off the battery with no fuse to open if that was the case you would most likely had a real interesting fire by now .
Perhaps a wire to charge a cap bank for one of those radio things .something along those lines.

Problems fixed. Couldn't find what was causing it so took it to a shop (sell-out, I know). But this issue had exceeded my abilities and my patience...unfortunately sometimes you just need a truck to work...
Turned out to be a shorted wire around the radio compartment. Not sure how the wire made it all the way to the cab without running through a fuse.
I did fix my overheating problem with a simple thermostat replacement. Possible that it may be overcooling now, but not going to judge until I drive a little further.
