Fan pulley bracket aka water pump thing
Is it necessary to drain the radiator to swap out this part? I pulled one from a junkyard and there was no gasket material behind it save old tiny shred evidence of silicone - it DOES require a gasket, right? Third question, could it be responsible for a worsening intermittent loud squeal at warm idle / low rpm? Thanks in advance!!

Could be, but more likely it's one or both idler pulleys. Here's an excellent opportunity to replace the timing belt & both idler pulleys as well.
If it is the water pump, make sure you fix it before it pukes all the coolant out & overheats or you'll be fixing a HG as well~

Are you talking about a 22RE or a 3VZE?
The 3VZE has a Fan Pulley Bracket but the 22RE doesn't according to your picture.
If it is a 22RE it has a timing chain.

I'm assuming you pulled the water pump off a 22re. I wouldn't put on a used water pump. Yes you have to drain the radiator and would advise to replace all related parts while doing it.

22re, when I pulled the one off at the yard I asked a guy walking by - This is a water pump? He says ya, and he showed me a little hole in the back and said looks still good, it isn't oozing. When I try to read up on this part it sounds like it's just a cover plate and bracket for the pulley. I don't remember what's behind it besides some antifreeze dripping in the wreck. Anyway I was changing belts first of all when I found out my fan clutch was seized so I stopped there, changed that, put that all back and still have a squeal.
So if this 22re water pump/bracket thing goes bad, well, can it seize? The scrapyard one turns firmly but feels a touch squeaky.
I don't mind at all taking things apart again, because I learn so much when I do. I only checked the uppsermost idler bearing, think it's power steering but anyway I didn't want to break something by popping it out, and not clear if wheel bearing grease is ok to use or not. Seemed to have some grease in it anyway. And the alternator seemed to turn ok to me at least. And I couldn't manage to loosen the bolt to remove the power steering pulley so i called it a day.

Don't use a used water pump. They are cheap. You can get a brand new Aisin for less than $40.
It's probably just your idler pulley bearing. Mine was noisy once.
I think Toyota only sells the whole pulley assembly. They're very proud of it based on what they charge for it. You can buy the bearing separately from a bearing supplier and press it into your current pulley. I think I got an NSK bearing for mine for like $15. Problem solved. Search around and you'll find the part number you need.

Ok, so to clear me up, the red thing in the picture, IS the water pump on the 22re, and not the 'false' bracket cover thing which it would be on the 3vze?
I'm on a kinda survival budget for now, where used but working beats imminent failure, I'm ok with that, and my machine shop neighbor will get me all the bearings i need, ya I do just need to collect the numbers from them. I have the toyota manual too, just read so much here and there about 'false pump' pulley bracket cover thing - I got confused!

Yes, it's the water pump. Your diagram clearly shows it as 16100 Pump Assy, Engine Water.
